I think the IOE9 and IOE09 series should have separate charts for online versus paper submissions in the By Range charts.
Alternatively, the summations/groups (looks to be grouped by every 5000 for both of them) of the IOE9 series and the IOE09 series should not match.
Ex: A range of 5000 IOE9 cases will have ~5 real cases in it, while a range of 5000 IOE09 cases will ~100 or so. They are apples and oranges on the same chart.
The IOE9 series, since they have numbers x10 the IOE09 series, are particularly difficult to interpret data from in the By Range charts, showing especially flat curves. In addition, the number of online versus paper filings cannot be assumed to be equal, so a grouping of 50000 instead of 5000 for the IOE9 online series might not be enough, and the grouping/summation should be adjusted after an initial evaluation.
I believe adjusting the bar chart range for IOE9s will reveal some interesting data for online users.
