Yes, it's a little messy with IOEs. 2023 FY faster processing time policy of USCIS has forced them into electronic IOEs,
but they couldn't adapt their computer system to pull up files in a regular order while processing.
So they're literally processing our files in a RANDOM order at the moment!
About my insights, I spent some good time for due diligence. Not many ideas out there, but your Query page helped me a lot:

Seems like it's just a numeric order. Each new application adds up to the number.
The cases that start with IOE0900000000, their last action dates are from 2015 and are finalized, so I assume the 090 range is an old business.
But the new range that covers 2020-2022 starts from IOE0910000000 and is currently up to IOE0918****** (Didn't reach IOE0919000000 yet)

Correct me if I'm wrong (since I don't know how you integrate the cases):
Perhaps you could define a query range of 10.000.000 starting from IOE0910000000
And exclude Invalid Receipt Numbers from the range
This might give us the full list of recent IOE cases from 2020-to-Date and we can use that data in Analytics.
