What does "Case Remains Pending" status?

I am puzzled by a status change today:
Our cases (primary, 3 dependents) has been transferred to NBC 6 months ago and we submitted a Medical RFE response to Miami FO on Aug 15th.
All of sudden, the dependent cases' statuses became "Case Remains Pending" today and there is no change in the primary application's status (still transferred).
How should I interpret the change?

That says current FY's visa number is all used up. Wait for the next FY.

Is there any way to see the priority date of I-485 cases? Could you fetch along with other info.

I am current as my birth country is Turkey. The PD was December 2020 and I have submitted I140+I485 together in July 2021.

The case text doesn't mention that all visa numbers are used up. It is a confusing text:


Case Remains Pending

PLEASE NOTE: If you have submitted a valid transfer of underlying basis request, then this Case Status Online message does not mean that USCIS has paused work on your application. Our systems do not currently have the capability to automatically update the receipt of a transfer of underlying basis request or Supplement J at this time.

The message will be updated in Case Status Online, however, after USCIS takes some other action on the adjustment of status application (for example, issuing a request for evidence, transferring the application between offices, or approving the application).
